A front page story reported the release from U.S. prison of Francisco Rafaél Arellano Félix and his return to Mexico. Arellano had been extradited to the U.S. in 2006 to complete a sentence for drug smuggling. His 10-year sentence included time served in Mexico while his case was pending. He is a presumed member of the cartel that bears his name. No charges are pending in Mexico and he is free to carry on his life. 2. Seven people, a woman and 6 men, were assassinated yesterday in Tijuana, Baja California, by a number of shots from large caliber arms followed by coup de grace shots to the head.
