Three bodies were found, dumped on a sidewalk next to a highway ramp but not one of the these three had been shot; instead, they had been tied, strangled and beaten to death. Their fingers had been cut off. Slangy, threatening, profanity-laden signs were left on the bodies promising the same treatment for those who inform and denounce criminal activities to the authorities. One, roughly, says: "Those s.o.b.'s better get it, we're not playing and the one we catch is going to end up like this, s.o.b.'s, ha ha ha". Another read : "for being fingers." (note: Mexican criminal groups routinely cut off one or more fingers from executed victims believed to be informants. Some cut-off fingers have been placed inside the mouth of victims) Two other bodies of executed men were found elsewhere in Tijuana today. 2. Rommel Moreno, Baja Calif., Tijuana area State Attorney, said that Tijuana's middle and upper-middle classes are becoming the targets of "express" kidnappings for ransom carried out by local organized crime groups; these thugs are widening their basic activities of vehicle theft and people smuggling to get cash with which to pay their drug debts.
El Universal Mexico City (2/12/08) 1. An internal "PGR" (Mex. Dep't. of Justice) report reveals that 2,269 criminal complaint cases relating to criminal offenses committed by law enforcement personnel were filed with the "PGR" between Dec. 1, 2006 and Jan. 10, 2008. However, of this total only 39 cases, or 1.7%, have been presented in court. 2. An op/column titled "A Deja Vu?" and dealing with the immigration issue said that the international border fence, the tear and pepper gas used by the Border Patrol in the Tijuana area, and the current use of a facility which the Nazis used to hold Jews in southern France during WWII are some examples of the wrong concept and inadequate handling of the immigration phenomenon. The author is Rosario Green, a Senator in Mexico's congress. --------------------- La Jornada (Mexico City) 2/12/08 The "CDPME" (transl: Coalition for Political Rights of Mexicans Abroad) urged President Calderon to not just give talks in support of immigration reform in the U.S. but instead to give immediate support to the immigrant community by, for example, creating a special legal defense fund, hiring pro-immigrant organizations and services and increasing the capabilities of the Mexican Consulates. Alejandra Castaneda, "migration anthropology specialist" at the Univ. of Calif., San Diego; Luis Pelayo, founder and president of the Hispanic Council in Chicago, and Primitivo Rodriguez Oceguera, coordinator of the "CDPME", pointed out that fortunately the xenophobic and racist groups have been defeated in the current U.S. presidential elections. --------------------- La Voz de la Frontera (Mexicali, Baja Calif.), Excelsior (Mexico City) 2/12/08 In Nuevo Casas Grande, Chihuahua, the chief of police was killed with more than 50 shots from AK47 assault rifle. His house was then set on fire. The second in command at the police was also killed. (note: Nuevo Casas Grande is approx. 130 miles SW of Ciudad Juarez/El Paso TX as the crow flies) --------------------- El Universo (Guayaquil, Ecuador) 2/12/08 The European Union Justice commissioner, Franco Fratini, will present two legislative proposals meant to reinforce the struggle against illegal immigration, terrorism and criminality. If adopted, the measures would require fingerprinting, photograph and biometric identifiers for every person entering the 24 country area of the EU; there would also be an electronic entry and departure control to prevent entry of terrorists and criminals and to put an end to outsiders who overstay their visitor permit. --------------------- -end of report-
